Current Tumbleweed is based on openSUSE 11.4, and it is normal that some systemd requirements are not well addressed with older software base.

It seems that some commenters on the linked Phoronix message have a problem to differentiate between openSUSE mainline release, like 11.4 that is not rolling release, and Tumbleweed as add on repository that offers latest stable packages for 11.4 based systems as soon as they appear upstream.
